Speed limits & no-car days

Thanks to Lisa Marsden for alerting us to the fact the Rwandan government has introduced new speed limits on several roads. The Kigali-Musanze/Ruhengeri Road, for instance, has a maximum speed limit of 60km/hour while Kigali-Huye/Butare is 80km/hour. While this is a welcome development in terms of road safety,  and it remains to be seen how strictly these new limits will be enforced and adhered to, it seems reasonable to assume it will increase driving times between most towns, whether in private or on public transport.
